2023-2026 Twin Cities Area Transportation Improvement Program

The TwinCATS Fiscal Years 2023-2026 Transportation Improvement Program (2023-2026 TIP) serves as a comprehensive record of federally funded surface transportation enhancements within the TwinCATS planning area for a four-year period.


SWMPC functions as the Metropolitan Planning Organization (MPO) for the Benton Harbor-St. Joseph urbanized area since 1981. In this role, SWMPC collaborates with the Twin Cities Area Transportation Study (TwinCATS) members to gather local, state, and federal input, contributing to the creation of crucial MPO work products.

The TwinCATS Fiscal Years 2023-2026 Transportation Improvement Program (2023-2026 TIP) serves as a comprehensive record of federally funded surface transportation enhancements within the TwinCATS planning area for a four-year period.

This meticulous program not only identifies all federal funds allocated during the specified period but also details projects by Federal funding program and year. The TIP adheres to specific criteria outlined in Section 450.324, encompassing capital and non-capital surface transportation projects within the metropolitan planning area proposed for funding. It also includes regionally significant projects funded by Federal and non-Federal sources, along with a financial plan demonstrating implementation feasibility.

Projects are included if full funding is anticipated within the designated time frame. Additionally, the TIP provides descriptive material, estimated total project costs, Federal funds allocation per program year, and identifies responsible agencies.

Furthermore, the TIP is strategically designed to link investment priorities to performance targets outlined in the metropolitan transportation plan, ensuring progress toward achieving these targets upon implementation.
