The Congestion Mitigation & Air Quality Improvement (CMAQ) is a federal funding source created to reduce transportation emissions. Under the Infrastructure Investment & Jobs Act (IIJA) the CMAQ program was reduced (more info in the meeting packet). The Current CMAQ estimated allocation for Cass County for 2023-2026 is $59,086 per year. This is a 45% reduction from the amount included in our Call for Projects email.

  

The Call for CMAQ projects was sent out on July 6, 2021 to all eligible applicants in Cass County, with a due date of October 6, 2021. SWMPC received three applications for a total CMAQ request of $372,800. At the upcoming meeting, the group will review the application and select projects for 2024-2026. Due to the reduction in CMAQ funding, we will also discuss changes to the 2023 projects. While CMAQ was reduced, there are funds available from other federal sources, as outlined in the scenarios in the packet. Since the estimated CMAQ funds per year is lower than any of the proposed projects, SWMPC staff have created these scenarios as a way to use the CMAQ funding.
