Cass County Road Commission Office

340 N O Keefe St, Cassopolis, MI 49031

The Dowagiac Small Urban Program manages federal Surface Transportation Block Grant (STBG) and Highway Infrastructure Program (HIP) funds that are allocated for use in the census designated Dowagiac urban area. There is currently $81,204 in HIP funds allocated for the Dowagiac urban area available for use in FY 2023.  The following proposal to utilize these funds will be voted on at the upcoming meeting.

The Dowagiac Dial A Ride is replacing a bus in FY 2023. They estimate this will cost $100,000, and the state will pay $20,000 (20% match from the CTF fund). They were awarded $49,086 in Congestion Mitigation Air Quality Improvement (CMAQ) funds for the bus, at the Cass County CMAQ meeting in March 2022. Dowagiac Dial A Ride needs an additional $30,914 in federal funding for the project. The Cass County Road Commissions requested to use the remaining Dowagiac Small Urban funds ($50,290) to cover increasing costs on their Middle Crossing project, which is currently programed in FY 2023.
